"The Association of State Floodplain Managers is an organization of professionals involved in floodplain management, flood hazard mitigation, the National Flood Insurance Program, and flood preparedness, warning and recovery. The group has become a respected voice in floodplain management practice and policy in the United States because it represents the flood hazard specialists of local, state and federal government, the research community, the insurance industry, and the fields of engineering, hydrologic forecasting, emergency response, water resources, and others."

This Workshop was an opportunity to learn about the ASFPM, its role in supporting the professionalism of floodplain managers and national policy-making, and highlights of its recent annual conference.

About Larry Larson
Larry had an active role in the formation of the ASFPM, serving as Chair from 1979 to 1982 and as voluntary Executive Director ever since, until 1997 when growth necessitated a staff position. As such, he coordinates the Association's policy issues, communications with other organizations, finances, contracts and conferences, and oversees management of membership, publications, newsletter and other related activities.

Larry recently retired from his position as Chief of the Dam Safety & Floodplain Management Program for the State of Wisconsin DNR where he had been since 1975, with responsibilities for civil engineering, management, and intergovernmental coordination with the state, local and federal programs. He has a B.S. in Civil Engineering from the University of Wisconsin and is a registered professional engineer in Wisconsin and California.

About John Linc Stine
John Linc Stine is the administrator for Permits and Land Use at Minnesota DNR Waters. John has worked for MN DNR for 20 years working as a hydrologist specializing in regulating changes to public waters & wetlands, water appropriations, and assisting local governments implement land use zoning controls for shoreland and flood plain areas. John has led MN DNR's efforts to protect calcareous fens - a unique form of wetland that is home to several rare and threatened plant species. He also worked with several other federal, state, and local governments in the 1997 flood recovery effort; MN DNR was able to provide more than $31 million in assistance to communities damaged by the 1997 floods. John has worked to streamline water regulation in MN through legislative changes, process reform, and collaboration with local governments.

About Jeff Klein
Jeff Klein has been a water resources planner at the North Dakota State Water Commission from 1981 to the present time. Since 1984, he has worked directly with the National Flood Insurance Program (NFIP) serving as the state coordinator for the program. The State has adopted the NFIP minimum standards by reference in the North Dakota Century Code, Chapter 61-16.2. Jeff's primary activities involve floodplain management, working with state NFIP communities (cities, counties and townships), and related flood insurance and mitigation activities.

From 1979 to 1981, Jeff worked with the state emergency management agency on the 1979 post-flood recovery effort. Prior to that, he worked with planning activities at two multi-county regional planning councils within the state.
