Hoeven Declares Flood Emergency For North Dakota

[Excerpts from Mar. 29, 2004 Gov. Hoeven Press Release]
Gov. John Hoeven today requested an emergency flood declaration to assist counties affected by overland, stream and river flooding in North Dakota. Heavy rainfall, combined with frozen ground and ice-impacted drains, streams, and rivers, has severely affected public health and safety, as well as economic and environmental interests in the flooded areas.

Hoeven, Division of Emergency Management Director Doug Friez and Assistant Engineer of the State Water Commission Todd Sando toured the area by air today to see firsthand the effects of flooding in the northeastern part of the state.

The Dispatch Center of the North Dakota Division of Emergency Management has been monitoring conditions on a 24-hour basis. The State Operations Center (SOC) was open during critical times this past weekend. The North Dakota State Highway Patrol, Department of Transportation and State Water Commission have provided response assistance.

The N.D. Department of Human Services coordinated an initial damage estimate with the American Red Cross (ARC). Early findings indicate
679 housing units are affected as follows: Grand Forks – 45; Walsh – 135;
Pembina – 455; Cavalier – 29; and Nelson – 15. House damage is as follows:
570 minor; 46 major; and two destroyed. Mobile homes damaged include 47
minor; and 10 major. Four multi-dwelling units sustained minor damage.

As rivers and their tributaries continued to overflow their banks, a flood
warning remained in effect Tuesday, March 30, for Benson, Cavalier, Eddy,
Grand Forks, Griggs, Nelson, Pembina, Ramsey, Steele, Towner and Walsh
Counties.
